Substitute Teachers

Pre-K - 12th 

 

West Virginia Academy public charter school is looking for some dynamic substitutes to enhance the learning of our scholars. Substitutes will have mentors to help them be successful in the classroom, including daily plans all organized as well as training prior to the school day.

The Academy, being funded by federal and resources, must adhere to a procurement process for purchasing certain assets. This process involves posting a request along with a required form to be filled out. All submitted quotes will evaluated, and the Executive Team will decide which option best meets the request.

1. Introduction

West Virginia Academy, Ltd., a West Virginia Public Charter School, is soliciting statements of interest from qualified architectural and engineering firms for comprehensive design and construction administration services for the development of a new public charter school facility to be located on an 18 acre parcel of land in the Cheat Lake area of Morgantown, West Virginia. A portion of this project will be funded through the West Virginia School Building Authority and, as such, this request is made pursuant to West Virginia Code §5G-1-3.

2. Project Overview

3. Scope of Services

The selected professional architectural firm will be expected to provide: (i) Site analysis and feasibility studies, (ii) Schematic design and design development, (iii) Construction documents and specifications, (iv) Bidding and negotiation assistance, (v) Construction administration, (vi) Coordination with regulatory agencies, (vii) Compliance with WV School Building Authority (SBA) guidelines, as applicable to public charter schools. The services contemplated under this request shall relate to the first phase of construction of a campus for pre-K to high school age students including parking lots, warehousing, classrooms, gyms/multi-purpose rooms, an auditorium, library, and administrative office spaces. It is anticipated that a significant portion of the facilities will be constructed using steel frame buildings and statements of interest should include the provider’s experience with the same.

4. Submission Requirements

Firms must submit an expression of interest that includes: (i) Letter of Interest, (ii) Firm profile and qualifications, (iii) Resumes of key personnel, (iv) Relevant project experience (especially K-12), (v) References (minimum of 3), (vi) Statement of approach and methodology, (vii) Proof of licensure in West Virginia, (viii) Certificate of insurance.

5. Evaluation Criteria

Proposals will be evaluated based on: (i) Experience with similar projects (30%), (ii) Qualifications of personnel (25%), (iii) Project approach and understanding (20%), (iv) References and past performance (15%), (v) Local presence and knowledge of WV regulatory environment, building codes and statutes (10%).

6. Selection Process

This procurement follows WV Code §5G-1-3, which requires a qualifications-based selection process. The top five firms, as rated by the committee based on the submission criteria and reference responses, shall be selected for an interview and then the committee shall rank at least the top three highest qualified professional firms based on the criteria and interview, in the committee’s opinion. The committee shall commence scope of service and price negotiations with the highest qualified professional firm and enter into a contract unless it is unable to negotiate a satisfactory contract at a fair and reasonable price with such firm, in which case the committee shall enter negotiations with the next highest qualified firm as ranked by the committee. By law, two of the top three highest qualified firms must have had offices within the state of West Virginia for a period of at least one year prior to submitting an expression of interest.

The committee will entertain inquiries by interested professional firms in relation to this RFP via email at info@westvirginiaacademy.org until July 20, 2025.
